The tulip bulbs you bought in December were (are) meant to be planted for spring bloom following the needed exposure to cold. If they do not experience a cold spell, they will not bloom this spring (or maybe ever). You may have some luck planting these bulbs in a pot, if you also give them exposure to the cold.
